The USSC said coaches can. And players who do not go along with coach
will no longer be players, or doomed to sit on the bench.

Coaches and players can pray all they want, even if they are employees
or students at a public school. As long as they do so in private. But
when they make a public display of it, and/or lead others in prayer in
such a public display, it would be nice to think they are crossing the
line. But such is not the case.
