If he had not been subdued, it would have been more than attempted assault. Maybe the fact that he certainly intended to assault/wound/kill the candidate, but was unable to complete his mission, is what got him consiered non-violent? I do not agree with that reasoning but it is about the only way I would see his attempt as non-violent.
