No, certainly not.  I am thinking more along the lines of something
non-conspiratory.  Like we goofed when we started closing mental
institutions, or the deterioration of the family unit, or something else
that is causing people to snap or to feel so otherwise hopeless that a
killing spree seems like a good idea.

One thing I am pretty sure we are doing wrong is being too tolerant, or
inattentive, of persons with violent and sociopathic tendencies.
