People often use notes, that they've usually written, when speaking
publically.  I often use my own form of shorthand when taking notes that only
I need to read.

People do not so often need notes, written by others, that remind
them to "enter a room" or "sit down."  Those are a lot more basic things
than including key phrases that one wants to remember.
