Note that there is the IRS who collect taxes and the Campaign Finance folks who monitor donations to political candidates. This thread was about campaign donations. The IRS does not get involved in them, candidates are supposed to report donations. There is a law that a donation to anyone of more than US$10,000 needs to be reported to IRS and that there is a special gift tax on it.
