The victim's family likely pays taxes, which pay for the feeding and upkeep of their loved-one's murderer who, although he is in jail the rest of his life at least has a rest of his life, unlike their loved-one. OTOH, strapping them in a chair and throwing the switch does have a one-time tax money cost, but then it is over, and there is 0% chance of there ever being any kind of soft-minded law change or amnesty that results in the killer being turned loose, or of him ever escaping.
