The Baltic States and any of the "Iron Curtain" (sometimes puppet) states,
like Poland, Hungary, Romania, East Germany, etc.  They also tried to
absorb Finland but were not successful.

IIRC, Ukraine (as the Kiev Rus) was one that was independent before it was
absorbed (the first time) as a buffer.
