Neither does mine, therefore my "Upload packer" field is empty.

Nope .....

Press <F1> in the "Upload packer" field and see what it says in the  
"unpacked transfer (Fido/UUCP)" paragraph ;)

That suggests that your uplink *sends* uncompressed echomail bundles.  
Can you please confirm this(or otherwise) before we go any further,
