My brain is saying "we ought to be able to do much better than that by now". lol I experimented with the program launching in 640x480 mode. Yep.. it fills the entire screen, but that is too big. There doesn't seem to be an intermediary size option in the Properties from Windows. I tried vDOS, but it just switches the screen to full mode just like I can do easily in WinXP. I came across some DosBox video that showed window resizing and font resizing on the fly by just dragging the corners! That's would be very good.
