Yes it is and it runs perfectly well on 64-Bit Windows.

That version is 15 years old and I would suggest that you get hold of the current version(407.0) from http://winpoint.org
 
*LOTS* of things have changed - bug fixes, new features, improvements to existing features, etc. etc.
