It's not critical.  This matter just seems specific to how oxp works.

It can "update" a nodelist (manually or automatically), but only if there  
is a diff.

Otherwise, an update from an existing full nodelist to newer edition has  
to be done manually.

Not many nodes even do freq.   Only 3 systems do.
