In conferences all are set to 5 which means it is a FIDO conference.  I have
also added my uplink as a fido user.  Don't have Intermail and I don't want
one that can't be registered.  If it can be registered I'll get it.

I am using IRex and I told pcb that fido is active and can send mail, but I
have the dialout function set to not dial out and no modem is selected as
this is a telnet only board.
