Indeed you don't. But the binkd_nodelist "compiler" script doesn't care about the ITN and IFT flags. And it guesses/asumes the port on the INA flag is for IBN. That guess was correct in this case. If it wasn't you still couldn't connect, the same as you coudn't when you would be using the strict interpretation...
