Not necessarily.  I know of several nodes that have a mailer answering Telnet 
connections via a virtual modem and having the ability to pass a "human" 
caller to a BBS.  This was fairly common with nodes using SIO or SIO2K under 
OS/2.

I suspect that this number is just missing the US/Canada country code (1-).  I 
haven't tried it yet to confirm that.
