318 is the US area code for the city of Wichita, Kansa, so it makes sens. Yes, it os probably a valid telephone number in the USA, But it is NOT a valid telephone number for the Fidonet nodelist. Telephone numbers in the Fidonet nodelist should include the country code. Incompetence indeed...
