It can not be 100% automatic. Providers come and go. There are always exceptions that at some point need human intervention. That real human will have to be paid. If that cost is spread out over millions of customers, the cost for each customer may indeed be so low that it is considered neglegible by the customer, but "something" will have to be done anyway or the real human doing the work that can not be automated will not be paid and the process will stop.
