No, because an ISP can test a change with all the known (own) equipment in the lab prior to the rollout. At least that's what i did during my ISP days. Latest twist at the site where my fidonet installation resides: The ISP is upgrading the 1gig to 10gig for free. I really wonder how they still make money.
