Not needed to solve the problem of a dynamic IP.

Incorrect use of terms leads to confusion.

Considering that his other node has public IPv4 in the same city, that would surprise me. For mobile having only an RFC 1928 or RFC6598 address is quite common but for fixed connections this is rare.

Are you sure you /only/ have a CGNAT address? Are you sure you are not on a DS-Lite connection? DS-Lite was foreseen. See my Fidonews articles.
