Coming to thinkf ot... I seem to recall that 3rd Sunday is the US way of doing things...

That is how I did it too when I still ran DOS and O/T. But I had to change the TZUTC environment variable twice a year. :(

I fully agree. We should never have fallen for this DST thing in the first place, but we did and now we should get rid of this abomination ASAP.
