It is doable and not all that difficult. I have done it in the DOS era. But one needs to configure the time zone and DST data in some way, there is no way the application can get it from the OS. IIRC there is some sort of informal standard for specyfying the required data in an environment variable but I haven't bothered with these things in a long time. It has been decades since I dropped DOS...
