I noticed this LO flag for the first time (AFAIR):

Is this usefull? There are new nodes not yet in the weekly nodelist. Sometimes the nodelist distribution or processing of the nodelist fails.
So legit nodes are being excluded. Maybe a leaf node can act in this way, but a node with some kind of hub function shouldn't...
