That's not specified in their charter:

At least they can't do what they normally do until it is resolved. Some argue they seize to exist immediately. But a charter isn't like a law. A charter can be changed by the members. But it would be best to do that before hand, then after the fact. Because they would be changing the charter from a none specified state in the current charter...
