The same as to any other region. In either case, these will still be international phone calls.

This isn't a solution at all. These are the wishes of the 469 network sysops. Of course, they can be moved to any region other than the one they want without asking, but that would be a political decision, since technically they don't need to leave R46, and any region would be no better.

I don't think it's possible to dictate to Ward how to properly manage Zone 2. I'm just trying to explain that some of the proposals discussed here have already been made and turned out to be unworkable.
