We tried this three years ago. It didn't work. Pavel (R46C) proposed moving N469 out of the region. The network's sysops wanted to migrate to R50. It became clear that the 460 and 4600 networks were also supposed to be migrated to R50 in accordance with the FPD. That's how it all ended.
