That is what FTS-5001 says:

  The Mail Period Flags indicate compliance with another zone's ZMH.

For specifying extra mail times in addition of ZMH, we have the Tyz flags as documented in FTS-5001  5.7.

And if course the Tyz and #xx flags should only be used for non CM nodes,
