Versions of MakeNl that allow "-Unpublished-" without "Pvt" have been available for well over a decade. Even for OS/2...  It ios a mystery to me why the powers that be have not "encouraged" the NCs to fase out the use of all zero fake telephone numbers yet...

If it is a mailer one would expect to see some initial handshake. All known mailers do. I see nothing of the kind, so I don't think it is a mailer.

Possibly. In either case: if it is not a mailer that one can connect to, it does not belong in the nodelist.
