If... If these times are stable, yes that would be possible. But I consider that unlikely. It was a plausible scenario in the POTS age, but for IP nodes one has to make an effort to restrict on-line time to specific hours. It is much easier to make them on-line 24/7.

It is much more likely that these nodes are not on-line at all. The best thing would be to flag them as Hold and if the condition does not improve, flag them as Down in peparation of their removal from the nodelist.
