I did some research and here is the answer I expected to hear.
Based on http://ftsc.org/docs/fts-5001.006 paragraph 5.11. Flag Redundancies

I would strongly recommend that time you send out notices like this, please include the justification withing your checker.

Cause originally I though you mixed the *should* and *preferable* verbs.
