Not only is he Z1C, he is also an FTSC member.

From fts-5000.005, 5.3 Field 7:

     Systems without a listed PSTN line must use 300, including ISDN
     and IP only nodes.  All others may use whichever value is most
     appropriate.

Yes, he should know better, but he just doesn't seem to care... :(
