In the POTS age there were systems behind a private branch exchange. They could make outgoing calls, but they could not accept incoming calls. The phone bill was paid by the company. With or without the mamnagement knowing it. Shifting the burden of cost was the justification for those private nodes.

With the coming of FOIP there is no more need or justification for these (questionable) practises.
