The node is already marked Down. Hold is probably the better option for now...

I've tried multiple times in the last month, also from US based servers, and I only get "Connection refused". Maybe he's only opened his firewall port for you? (That's not how it should be)
Or maybe he's just polling you to exchange mail? Can you connect to his system and deliver mail direct?

So Hold should be his current status in the nodelist!
