Technically, anyone listed in the nodelist with an IBN flag should be able to 
accept incoming connections from listed FidoNet nodes on the BinkP port (24554 
by default unless the flag includes an optional port number.)  If a node 
cannot do this, they should be listed as a Private node in accordance with 
FidoNet Policy 4.07, and make arrangements with each of their links regarding 
the timing and methods used for transferring mail.
