Yes, I guess so. ;-)

Isn't that a reverse chicken and egg problem? Chip makers are no longer interested in producing ISDN chip as they see it as technology on the way out. And so manufacturers no longer implement ISDN functionality in their equipment which in turn lowers demand for ISDN chips.
