I have been the RPK for 25 years now and I have the rule that I require sysops to update pointlists at least every 6 month. Pointlists older than 180 days are deleted automatically. I also had a check programme running that automatically send reminders to boss sysops.

So it is not just the boss sysop, the *PKs can do something as well.
