I (or should I say "we"? ;)) only test changes between the weekly's. In todays daily I notice this node is marked 'Down' compared to the last weekly. And that is perfectly in line with what you tell us above.
And if that is still the case in the next weekly, it wouldn't get notified, because I'm not in the habit of testing nodes that get marked 'Down'. ;-)
And this node doesn't fly the ITN flag, so there is no need to test port 23 either.
