Z4 was on the brink of extinction but it seems to be getting its act together now. A couple of competent sysops have emerged and so maybe one day we will see a fully functional nodelist processing hierarchy in Z4. In the meantime zones 1, 2 and 3 could coordinate their efforts in the way proposed.
