It is not correct. The nodelist is NOT a BBS list. The ITN flag in the nodelist indicates a MAILER runing a POTS protocol. If no port number is given, it answers on port 23.

Like with a POTS mailer there may or may not be a BBS /behind/ the mailer. But there must always be a mailer.

If there is a mailer answering on the non standard pot 23, the port number is in the parameter field of the ITN flag. E.g. ITN:1234.

There may or may not be a BBS behind the mailer at that port. But there is no way to just list the BBS. Like in the POTS age, there was no way to list a BBS without a front end mailer on the listed phone number. For that one needs a BBS list.
