When I force IPv4 I get a normal connect. When I do not force IPv4, an attempt to connect via IPv6 is aborted with:

{W32 API error 10054} An existing connection was forcibly closed by the remote host

  ... and the session closes without falling back to IPv4.

There is no answer on the POTS number.
