My ISP also blocks 25 so I use no-ip to take any SMTP mail on 25 and bounce it to 465 with a submission port of 587. These ports your provider should allow as they are SSL. POP3 can still use 110. You'd still relay through your provider but you have to setup the SENDMAIL using "Relay Server" and under RELAY, use LOGIN and putting in your username and password. the relay servers name along with port 587 at the top..
