Hallo Nobody!

This MSG should have a TZUTC but no CHRS given that it is pure ascii.  A 
TZ=PST8PDT was added to the bash script so that the '-' character is deployed 
instead of having to strip the '+' character from the correct offset of +0000 
produced when TZ=UTC which would be a very bad thing to do no matter what.
