I fail to see where it claims "Latin 1", although I have seen a few hits that 
claim CP437 as upper or higher ascii which of course doesn't really exist 
except in the minds of those who don't really know what they're talking about.  
However the particular link in question doesn't make such a claim.  In fact 
they don't actually make any meaningful claim to anything.

Yes but there were only two answers, one of which is wrong while the other 
lacking as to my true feelings on the question, not that it really matters in 
any significant way.
