The 10/10 has nothing to do with incoming capability. test-ipv6 only tests outgoing capabilities. 10/10 is neither a guaranty, nor a requirement that incoming IPv6 connctions will work. The missing one in my 9/10 is because my ISP's DNS servers are not reacheable over IPv6. That is not something that can be remedied on my side and it does not stop me from accepting incoming packets.
