Yes, this has been my experience as well.

Right.  6in4 static also doesn't traverse NAT routers very well, unless they 
specifically support it.  My old ZyWALL 35 doesn't, so I ended up using a 
sixxs.net AYIYA tunnel.  Once I upgrade to a new router that supports IPv6, I 
will probably switch to a 6in4 static tunnel until such time as my ISP deploys 
native IPv6.
