It pings. So somewhere in you network there is an interface with that address. It may or may not be the system that runs your binkp mailer.

I am not familiar with this version. So maybe it does not support IPv6. What is the response if you type this at the command line:

 >binkd -vv

What you should see is something with IPv6. Like:

D:\FIDO\BINKD>binkd -vv
