I know some ISP's deliberately change dynamic adresses every x hours. I am lucky that I have a static address on my ADSL. But e-mail blacklist consider it dynamic. My Cable address is dynamic, with a lease time of over a 4 weeks. If I do not release the address for some time, I get the same address, I have had the current one for a couple of years already. Changes in the past were mainly due to restucturing and hardware repalcement by the ISP. I have never changed the mac address of the hardware I use to connect to this ISP.
