In IPv6 you hand out the IP address of the host where BinkD runs.
Below you write that you run it on Win XP without IPv6.

Anyways ... the BinkP port is firewalled on the address above. (see nmap shown below)

It does.
You just need to install it, and it has some limitations. (you should be able to use it for BinkD)!
