There is no added value in keeping IPv4 alive when really everyone has IPv6. But that does not go for cel phone vs fixed line. Calls via a fixed line are much cheaper than via cell phone, so even if everyone has a cell phone, there is still a reason to keep a fixed line. Also: IPv4 and IPv6 do not interconnect, But there is no problem calling from a cell phone to a fixed line and vice versa.
