Any GNU/Linux system has it, and setting up the tunnel is as simple as:

ip tunnel add tun6 mode sit local x.x.x.x remote y.y.y.y ttl 255
ip link set dev tun6 up
ip addr add 2001:db8:::2/64 dev tun6
ip route replace ::/0 dev tun6
