Having re-installed windows twice now from the original setup, I have a
different IPv6 address with each installation.  I have used the Netsh commands
to disable tunnel, teredo, etc, and the mac address has not changed.  I asked
this before, but, it is quite possible that any answer may have become lost due
to the problems I was having.  It seems stable again now.  I am not certain
though (without restarting system again) if the address changes with each
reboot.  Here is what I have so far.  From the first new install

I have not changed ANY router settings, and there is no firewall active on the
