No, only on the machine - the BBS machine - that you want to accept incoming connections.

It makes what you see with ipconfig a lot simpeler. The "set privacy state=diabled" disables the PE adresses. The "set global randomizeidentifiers=disabled" stops it from assigning a random preferred address. (I think, I can't test that here)
